Pension Benefits For Tri-Forces
Three armed forces have been established as Sri Lanka Army, Sri Lanka Navy and Sri Lanka Air Force. Payment of Armed Services Pension is made for the members of these forces in accordance with the laws, rule and regulations which have been stipulated in terms of Sri Lanka Army Act No. 17 of 1949, Sri Lanka Navy Act No. 34 of 1950 and Sri Lanka Air Force Act No. 41 of 1949 and amendments made to such acts from time to time.
Army Pension Gratuity Code of 1981 formulated as per section 29 and 155 of the Army Act, Air Force Pension Gratuity Code formulated as per section 29 and 155 of Air Force Act and Navy Pension and gratuity Code of 1981 formulated as per section 161 of the Navy Act are the main legal sources which are applied for the payment of pension to the members of the Armed Forces
Pensions paid by the Armed Services Division
Revisions made to the pension of Armed Forces (Postal Type 07)
Under this, the revisions are made to the armed services pension of retired Army Officers and the Army Officers, to whom a gratuity has been paid, due to the increases made to their combined salary (matters pertaining to the revision of allowances and other allowances, revisions made to their rank, and entitlement to disability pension etc.)

Revision (Made at the age of 55) (Postal Type 25)
The revision made to the pension based on the salary received at the age of 55 years by the members of the Army, who are receiving the salary up to the age of 55 years on retirement due to disabilities.

- Pensioners, who are already receiving a service pension
- Members of the Army, who receive salary until they reach the age of 55 years after retiring due to disabilities
- Members of the Army, who became disabled during the service in operation areas

Pension of those who have a service period less than 10/12 years (Postal Type 11)
This salary is granted to the members of Army, who have a service of less than 10/12 years and became disabled due to terrorists’ activities. Payments are made under Type 59.
Payment are made to the members of the Army, who have retired before 17.12.2014, to be effective from the said date and to the members of the Army, who have retired after 17.12.2014, based on the date of retirement.
A percentage of 60% from the salary received at the time of retirement will be paid when granting entitlement to this service pension.
Persons who are entitled to :
- Members of the Army , who have a service period of less than 10/12 years and become disabled due to terrorist activities
- Payments are made to the retired members of Army, who have retired before 17.12.2014, to be effective from the said date and to the members of Army, who have retired after 17.12.2014, based on the date of retirement.

Subsistence Allowance (Postal Type 04)
In case where the death of the employees, which occurs whilst in the service of Army, is determined as a death in the service of the Army, and in case where a person sent on retirement due to a disability occur whilst in the service in Army dies, the dependents can be paid the allowances, which are paid to such dependents, if it is determined that the death has caused due to an illness diagnosed at the time of demobilizing the person from Army.
The allowance paid to cover the loss incurred to the dependents due to the disabilities occur whilst in the Army or the death occurs whilst in service, is called as subsistence allowance
Persons who are entitled to :
- Dependents of the members of the Army, who demise after sending on retirement on medical grounds (All the reasons)
- Dependents of the members of the Army, who demise due to illnesses whilst in service and on leave
- Dependents of the members of the Army, who demise due to accidents occur whilst travelling for home on leave from the service and travelling back for reporting for duty
Instances where the subsistence allowance is not paid at present :
- Accidents (Motor Vehicles) and various other accidents faced by the person whilst on leave
- Heart attacks and natural death

Services Disability Pension- (Postal Type 14)
The members of the army, who have completed a service period of more than 10/12 and become medically disabled due to service conditions/terrorists activities, are granted entitlement to disability pension along with service pension.

- The members of the army, who have completed a service period of more than 10/12 and become medically disabled due to service conditions/terrorists activities

Death Gratuity of the Army (Postal Type 16)
A gratuity paid to the members of the Army, who dies whilst in the service.

Service Gratuity (Postal Type 02)
A gratuity paid to the army officers who have completed a service period of more than 10 years but less than 20/22 years.

- Army officers who have completed a service period of more than 10 years but less than 20/22 years

Disability Pension (Postal Type 13)
Members of the armed forces, who become disabled due to facing an accident or falling ill whilst in service or during operations are made entitled to a disability pension, if an army medical board has determined that they are not fit for the service and then it has been recommended by the commanders of Army/Navy/ Air force recommended. This disability pension is paid to the officers in addition to the service pension paid to the officer.
Persons who are entitled to :

Special Compensation (Postal Type 18)
An allowance paid to the members of the armed forces who demise due to an accident faced by them whilst reporting for duty or in the return journey after duty.

1/24 allowance (Postal Type 15)
A payment made to the army officers, who resign from service on medical grounds and possess a service of more than 2-2 1/2 years but less than 10 years. This allowance is calculated dividing the basic salary by 24 and multiplying by the number of months worked.

The pension paid to the officers, who become disabled when serving after reemployment, is called service disability pension .

The officers in the voluntary service were also made entitled to the benefits provided to the officers in regular service by this gazette notification.

Foreign Pension
The Foreign Pensions Division of the Department of Pensions make payments for the Sri Lankan pensioners who are holding citizenship of another country or holding dual citizenship with Sri Lanka or Sri Lankan pensioners going abroad for more than two years. Foreign pensions are regulated under the pensions circular 1/ 2018.
In terms of Circular Message 01/2018 the Foreign Pensions Division of the Department of Pensions make payments for the following pensioner under the foreign pension category;
- Sri Lankan native pensioners who hold citizenship of another country
- Holding dual citizenship with Sri Lanka
- Sri Lankan pensioners who have gone abroad for more than two years
Foreign pension payments are being paid only through a special bank account which maintains by Bank of Ceylon –Metropolitan Branch, Hatton National Bank- Panchikawatta Branch, Pan Asia Bank-Borella Branch, People’s Bank- Queens Branch and National Savings Bank – Maligawatte Branch.
All pensioners residing abroad should furnish their annual Life Certificates every year during the 1st of December of the previous year to 31st of March of the ensuing year. Foreign pensioners should submit their Life Certificate to the Head office by visiting the front operation counter of the Department of Pensions or through Sri Lanka Mission abroad.
Pensioners going aboard on exigency of the service and whose payments are made by the Divisional Secretariats should submit their Life Certificate obtained through foreign missions of Sri Lanka, to the relevant Divisional Secretariats.
Pensions of pensioners who are going abroad for a personal requirement for a period not exceeding six (06) months will not be considered as foreign pensioners and their Life Certificates should be submitted through the normal channel.

Required documents for registration (Registration Process)
According to pensions circular No.1/2018 pensioners should submit the following documents for the commencement of the pension payment under the foreign pension category.
A letter requesting to transfer the pension into a foreign pension (clearly mention the lone dues if obtained)
All documents should be submitted with the attestation of the competent authority of the Sri Lanka Mission abroad or be submitted directly to this Department by the applicant in personally.
Put the correct signature as appears in the passport on the relevant documents.
Registration for Widows’ & Orphans Pensions (W& OP)
There is a responsibility of the widow/widower or the next of kin to inform this Department about the death of a pensioner who was in receipt of civil pension as soon as possible.
Subsequently, the widow/widower of the deceased should submit the following documents with the attestation of the competent authority of the Sri Lanka Mission abroad to obtain W & OP benefits if eligible. If the widow/widower is in Sri Lanka he/she should personally come to the Department and submit the required documents.
If there is a long delay in applying for W & OP benefits resulting arrears of pension over 7.5 lacks the valid reasons should be submitted by an affidavit declaring non-receipt of pension payment for said period and if disclosed paid amount will pay back to the Government of Sri Lanka.
Bank Details
Commencement of the pension payments under the foreign pension category can be done only through the special bank accounts maintained at following branches
The pensioner should open a special bank account in any of the bank stated above with the consent of this Department (the letter of consent should be certified by the competent authority of this Department).

Transferring money to another bank account
There is an opportunity of transferring money from their special bank account to
- 1. An individual savings account of the SAME BANK maintained under the pensioners name , or
- 2. To an individual savings bank account of a foreign bank maintained under the pensioner’s name
- Transferring to other banks are STRICTLY RESTRICTED.
- Pensioner should have to submit a valid Life Certificate for each transaction along with the relevant application form
Pension payments for heirs
Pay arrears of Pensions /W& OP pensions
Arrears payments are made when the restart of a hold pension if the amount is less than Rs.750,000.00. If the amount is above Rs.750,000.00 payments will be done after the approval of the special committee.
Required documents,

- 2. Transaction Statement of the pension related bank account for three months prior to the date of commencement of arrears payment

- 5. An affidavit declaring non-receipt of pension payment for said period and if disclosed paid amount will pay back to the Government of Sri Lanka with attestation of the competent authority of the Sri Lanka Mission abroad.
Life Certificate
- 1. Foreign pensioners should submit their Life Certificate to the foreign pension branch by visiting the front operation counter of the Department of Pensions or through Sri Lankan Mission abroad.
- 2. All pensioners residing abroad or whose pension file maintains by foreign pensions division should furnish their Life Certificates every year during the 1st of December of the previous year to 31st of March of the ensuing year. It should submit to the Head office by visiting the front operation counter of the Department of Pensions or through Sri Lanka Mission abroad.
- 3. Pensioners are going aboard on exigency of the service for less than two years and whose payments are made by the Divisional Secretariats should submit their Life Certificate obtained through foreign missions of Sri Lanka, to the respective Divisional Secretariats.
- 4. Pensions of pensioners who are going abroad for a personal requirement for a period not exceeding six (06) months will not be considered as foreign pensioners and their Life Certificates should be submitted through the normal channel.
- 5. Pensioners who are unable to visit the nearest Sri Lanka Mission abroad due to aging or severe sickness should submit their Life Certificates with a certificate of a recognized medical officer of the relevant country, and post the same to the respective Mission.
- It is mandatory to use the correct format for particular year and to attach a copy of the valid passport.
- LIFE CERTIFICATES NOT CERTIFIED BY THE HIGH COMMISSION/EMBASSY/SRI LANKAN FOREIGN MISSION/CONSULATE GENERAL WILL BE REJECTED
Railway Warrants
The Department of Pensions has partnered with the Sri Lanka Railways Department to grant railway warrants to pensioners and the said facility is available to foreign pensioners as well.
Duly completed application should be submitted by the applicant in personally to the Front operation counter of Foreign Pensions Division at Department of Pensions with National Identity card of Sri Lanka and the passport.
Dole Letter
Department of Pensions issues a dole letter that confirming the person is not a recipient of a pension paid by the Department of Pensions on behalf of the Government of Sri Lanka.
Required documents,
If the pensioner is residing overseas, the application and the affidavit should be certified by the competent authority of the Sri Lanka Mission abroad. Third party authorization to produce and collect the document should also have to come through the Mission abroad.
Pension Information Letter
Department of Pensions issues a letter to the Sri Lankan overseas pensioner confirming their pension payment details upon the request of the pensioner.

Transferring back pension files to Divisional Secretariat
Submit the following documents to this Department after returning to Sri Lanka on competition your tour of duty and no more willingness to go back to overseas in order to transfer pension documents to the respective Divisional Secretariats.
This privilege is not applicable for foreign citizen holders and dual citizen holders as well.

Death Gratuity
Death gratuity is paid as a one-time benefit to the dependents of public servants who have completed 60 months of gross service in a pensionable post and who die in service while being permanent in service. The covenant for the Payment of death gratuity is provided under Section 2 B(1) of the Pension code.
Background
Death gratuity (D G) is paid as a benefit paid once in life time to the dependants of male/female officers, who demise whilst in service. Provisions have been made under section 2 b (1) of Pensions Minute for the payment of Death Gratuity. For the payment of death gratuity, certain requirements should be satisfied.
- To serve in a pensionable post
- To have been confirmed in service
- To have completed the gross service period of 60 months
- To die whilst in service
The category number applied in the issuance of death gratuity number to civil officers is 16
Activities pertaining to the payment of death gratuity to the officers of three Armed Forces, who demise whilst in service, are carried out by the Armed Forces Division.
Death gratuity is paid to Clergies, who die whilst in public service, only for the purpose for the recovery of amounts due from them to the government
The persons, who are entitled to death gratuity,
- Legal widow/ widower
legal children, who are unemployed and unmarried by the date of death of the male/ female contributor ofmarried male/ female contributors - Father and mother
Unmarried and unemployed brothers and sisters, in case where both the father and mother have died of unmarried male/ female contributors - In case where there are no legal dependants, entitlement to death gratuity is made only for the purpose of making recoveries due from male/female contributor to the government

Role of the relevant institution in the application process
Online system
- The officer in charge the subject of the institution should submit the application through the personal file of the male /female contributor
- Once the particulars and relevant documents are obtained from the widow/ widower/ orphans/parents/ brothers and sisters, ( copies of the certificate of birth, marriage, death and national identity card, pass books of bank accounts, reports of dependents etc.) following steps should be taken by the officer in charge of the subject
Non-online system
When applications for the death gratuity are submitted in relation to the following instances, the application indicated in the Pension Circular No 9/2015 and other documents should be submitted to the Widows’ and Orphans’ Pensions Division of the Department of Pensions through the institute where the officer served for the last time.
- Payment of death gratuity for male/ female officers demised before 01.01.2006
- Payment of death gratuity for male/ female officers demised due to terrorist activities
- Payment of the parts of death gratuity entitled only to other dependents retaining parts of gratuity entitled to one or several dependents
Application should be submitted by the officer in charge of the subject through the personal file of the demised male/ female contributor.
Calling documents and information from widow/ widower/ orphans/ parents/ brothers and sisters (Certificate of Death/ Birth/ marriage, copies of National Identity Cards etc).
To perfect old PD 5 application, to get it certified by the Head of Institution and refer to the Department of Pensions along with relevant other annexes.
Applications send through online system (Online)
Applications are called through online system as per Pension Circular No. 09/2015 (III) at every occasion except occasions mentioned in 02.1.1. above. In this case attention should be paid to upload only the data relevant to the application to the data system and all the documentary evidences should be sent by post to the Department of Pensions.

W&OP Benefits
Public servants are entitled to benefits under this section from the process of registration in the widow/widower and orphan pension scheme to the payment of widow/widower and orphan pension as well as disability orphan pension to their beneficiaries.
Introduction
Widows' and orphans' pensions division of the Department of Pensions performs the duties pertaining to the awarding benefits to the beneficiaries of those, who are in public service widows'/widowers' and orphans' pension scheme. In addition to the widows'/ widowers' and orphans' pensions of both civil and armed forces, the widows' and orphans' division implements the processes for payment of disabled orphans' pension, civil death gratuity and registering public officers in widows'/ widowers' and orphans' pensions scheme.
